POSITION OVERVIEW
The client is seeking two highly skilled Senior Application Programmers to support a multi-year, enterprise-level modernization initiative for the Louisiana Department of Wildlife and Fisheries.
The resources will play a key role in migrating existing applications, programs, and data structures into standardized Line of Service architecture and Statewide Email platform.
This work includes converting legacy codebases, upgrading components, optimizing processes, and ensuring all applications perform reliably in the new environment.
This is a senior-level technical and analytical role requiring expertise in application development, troubleshooting, database design, data migration, and large-scale system modernization.
RESPONSIBILITIES Application Development & Modernization
Design, code, compile, test, debug, and document new and existing web applications.
Modernize, convert, and migrate legacy programs into new architecture and platforms.
Maintain and enhance existing applications, APIs, and supporting databases.
Evaluate and implement technical solutions or architectural options based on system requirements.
Problem Solving & Technical Analysis
Research and resolve complex technical, software, and data issues.
Provide expert-level recommendations for improving performance, scalability, and maintainability.
Conduct audits, reviews, and assessments of replacement systems to ensure performance stability.
Database & Data Integration
Define data elements and design optimal database structures.
Develop SSIS packages for data transformation, migration, and integration.
Create SSRS reports and dashboards for program stakeholders.
Create data dictionaries and metadata documentation for technical and functional audiences.
Project Support & Agile Team Participation
Participate fully in Scrum ceremonies, design meetings, and sprint planning sessions.
Prepare and update work plans, schedules, and deliverable timelines.
Communicate risks, blockers, progress, and technical findings to OTS leadership and project stakeholders.
Knowledge Transfer & State Support
Provide training, documentation, mentorship, and knowledge transfer to State personnel.
Develop and maintain clear, professional technical documentation.
Support onboarding requirements, security standards, operational reviews, and State compliance processes.
MANDATORY QUALIFICATIONS Technical Requirements
5+ years web development experience using a third-generation programming language (3GL).
Examples include: VB.NET, C#, Java, Classic ASP, or similar.
2+ years hands-on experience with SSIS (SQL Server Integration Services).
2+ years hands-on experience with SSRS (SQL Server Reporting Services).
Strong experience designing, maintaining, and optimizing relational databases.
Experience debugging complex applications and resolving data integration issues.
Strong understanding of application migrations, modernization, and architectural upgrades.
Soft Skills
Strong communication skills with ability to explain technical concepts to non-technical users.
Ability to work independently, manage work plans, and meet deadlines.
Ability to collaborate across multiple departments, architects, developers, and business teams.
Strong analytical, organizational, problem-solving, and documentation skills.
DESIRABLE QUALIFICATIONS (NOT REQUIRED)
2+ years experience in VB.NET and/or Classic ASP development.
Prior experience with large-scale government systems or statewide modernization initiatives.
Experience working within structured IT governance and compliance environments.
Experience supporting migration of legacy applications into service-based architecture.
WORK ENVIRONMENT & EXPECTATIONS Location & Hours
Primarily remote from anywhere within the continental U.S.
Must be available to work within Louisiana's core hours (7:00 AM – 6:00 PM CT).
May occasionally require work on state holidays, weekends, or off-hours to meet critical deadlines.
Engagement Length
Multi-year engagement (over 3 years).
No guaranteed number of hours, but full-time work is standard.
Compliance & Onboarding
Must complete OTS and agency-specific onboarding, training, and security protocols.
Must follow State IT, security, and confidentiality standards.
May require background checks and signing of confidentiality agreements.
DELIVERABLES
Weekly status reports (completed tasks, active issues, risks).
Technical documentation covering system updates, workflows, data structures, and code.
Updated or newly developed applications and database components.
Time sheets for all hours worked (weekly or monthly).
